Nimbus Cloak Change: Speed after ult on self-root

Nimbus Cloak is a cool concept, but it misses the mark on many champions simply because their ultimate locks them in place, wasting at least a portion, if not all, of Nimbus Cloak's movement speed.

I think it would be a great change to make it so that Nimbus Cloak takes place after any self-imposed movement restriction due to your ult, instead of immediately on-cast. This would allow a great many more champions to take advantage of the rune and at least consider it as part of their rune page.
