Now that Crit has been "stat binded" to the Marksman role, can Garen's E be changed?

During his initial rework Riot Rep had a version of Garen's Judgement that didn't crit, but had a higher base and scaling to compensate.

Now that Ghostblade no longer has crit, and the only other Crit item is Infinity Edge with a measly 20% critical strike chance (since Riot wants you to build multiple crit items), these items are no longer attractive to Garen's build.

Can he get his E reverted to the one before people complained about his build was being homogenized to a generic fighter now that stat binding exists?

Crit's primarily a marksman and light fighter stat which binds items with it to those two classes generally. That's not a hard rule though, more a guideline - other classes using crit well won't be common, or at least optimal, but it's not necessarily a problem.

As far as Garen goes his optimal builds don't include any crit post item rework. The crit mechanic as a result's effectively there now just for people that want an alternate playstyle. Removing E critting wouldn't give us room to buff Garen's base damage on E or its scaling, it'd simply take away an off build some people do enjoy that doesn't seem to be unhealthy for the game.

My understanding is that they nerfed his damage on the pbe because it was too high and only added crit scaling because people requested it, rather than as compensation for those damage nerfs. They said themselves that adding crit scaling wasn't a big deal because they expected crit based builds to be inferior to juggernaut builds anyway.

The crit on E is pretty useless now indeed, but Garen isn't really in the need of a buff, especially not on his E.

It's not really stat binded to marksmen. Yasuo and Tryndamere have mechanics attached to crit and I have a few melee champs that I get item 3094 cannon on for that increased range on next hit and the 30% crit. Even if item 3094 wasn't available, lots of melee assassins like MasterYi use things like item 3087 and item 3046. sure melee champs aren't really building 100% crit chance, but a lot of melee fighters haven't been updated either. Specifically the ones who would get the most out of Crit (light fighters, assassins, possibly bruisers). But I think I get what you mean for Garen, as Juggernaut is definitely a class that doesn't build crit items whatsoever (maybe item 3031,but not likely), so it's kind of pointless to give him crit on abilities if it's at 0 the whole match.
