Zilean idea

P Enhanced Learning- removed Rewind Upon casting a basic ability, zilean may recast within 5 seconds for no cost.

W rewind- removed

Time Stop Zilean freezes time in an area around him for 3 seconds. This stops all units/projectiles in motion besides those from zilean. Should Zilean cast Time Stop in an area in which time is already frozen, he restarts time, but slows enemies by 50% for 1 seconds.

E Now ignores diminishing returns. an ACTUAL 99% slow/speed would be good. As is, its still only 50% ish.
