Messing around with Ekko

I was messing around with dumb crit Ekko builds to see what kind of cheese I can feed my children, but then I found out that the passive range increase on Rapid Fire Cannon increases the range of the blink on his E, is this a bug? Also I found some other bugs with Kircheis Shard like items, like Static Shiv applying its passive before Ekko even blinks and sometimes not apply its crit damage.
