@RiotRepertoire, why this particular route for Koggy's W?

For those unaware, the current PBE trend is Kog losing his W AD ratio and instead getting 2% MaxHP base damage that doesn't scale with skill level. This factors out to the new and old W breaking even at 160 attack damage, or runes, masteries, a Doran's blade, and Rageblade (when fully stacked). Basically, Koggy is gaining a small amount of %HP damage early game and losing quite a bit more late.

So my question?

Why was this particular route chosen? Isn't Kog supposed to be the hyper-carry? Why not just bump up his base HP a little bit if he's having too much trouble in the lane phase? I know adjusting base HP isn't a very flashy balancing solution, but it strikes me as a much safer route.

Because then he would be OP. This entire champion does unfair damage come mid game. He's a marksman, yet plays like a juggernaut in the fact that if he is not locked down with CC and killed, he will deal heavy damage to the enemy team. But compared to juggernaut's melee range, Kog'Maw is ranged. This combination of factors forces him into a relatively weak early game.

He would be OP if he had 10 more base HP?

Are you sure about that?

Really, truly sure?

Except juggernauts have forms of CC and are tanky as hell while still doing lots of damage.

So, nothing like a juggernaut at all?

Actually rather its because Base vs scaling

base dmg is far far easier to control then ratio's example being ryze his multiple ratio style makes him more or less near impossible to balance correctly

it'll help if they have any future plans for kog'maw they could buff other area's change his W again and its still on the PBE nothing is for sure but for sake of theme as a hyper carry is it good?somewhere in between for sake of balancing?its very very good

its not his early game(since that is strange he is the ultimate late game carry)so it isn't aimed at any phase of the game for him its aimed at balance and future possible changes on him

Because his current powercurve us to extreme, he's far more item-reliant than any other champ atm, going from minion to terrorlord over duering a game. Buffing his early by giving a basevalue while nerfing his mid-late by reduceing scaleing seems a good idea to bring his powercurve more in line. He certainly will stay a weak early, insane late hypercarry, just not as **extreme **as befor.
