we need a viable context about skarner / anivia nerfs and the disgusting zed buffs !
can you explain how/why the idea to nerf skarner came to your mind (and to buff zed too)

Zed buffs make me wana cry, not happy about this
Skarner if fed with rageblade is like a Jax with a personal lulu supp. That is my guess to his nerf. Anivia is really strong atm, the nerf is likely to differentiate between good and bad birds, good ones are using their q/r and much smoother than less experienced ones. Zed because LW nerf hit him hard.
I do not agree to how they nerfed/buffed, this is merely my assumption behind the basic reasoning to said nerfs.
In contrast I think that khazix and maybe talon(less so because he benefits somewhat from certain item changes). Mostly kha, should be buffed to help the actual damage problem that lw/brutalizer left behind
anivia never changed , there is some champ who can be trash and op its just depend of the meta , the actual meta was control mages with tp ; tp is gone and the game is snowbally . " if fed " if fed all champions can be dominating , i dont know how you can get 14/0 kda or something like that with skarner

rageblade is broken and should be removed
this shouldn't be a reason to nerf skarner
The Anivia and Skarner nerfs were probably because of something we did't see The Zed buffs because he actually needed them. He's been pretty unplayed for a while now, mainly because of people like you complaining about nerf. And before you say anything: no, I am not a Zed main. In fact, I don't even own Zed, nor have I ever played him
zed needed this buff, and same for kha6
skarner and swain/anivia nerfs are here because meddler got destroyed by them
: The nerf makes sense using this train of thought:
Problem: Her Q/E and R/E combos are too reliable for the damage they do.
Potential solutions:
Nerf the damage, but keep the reliability. Consequence: You lower the reward for playing Anivia well. Meh.
Nerf the reliability, but keep the damage. Consequence: She keeps her reward for being played well. Her core combo remains as powerful as it is, but edge cases where she barely tagged you with Q or R at full range and still got a full-power E off are removed. Feels a lot better to play against (less bullshit), and solidifies her mid-long ranged character. Remember, unlike the other long-to-extreme range champions, she has no mechanic that makes her come closer to you than necessary.
Overall, after giving it some thought, I think that this nerf is a good nerf that keeps the core character intact.
From playing Anivia myself, and one of my friends thinking he is Froggen junior, I know that the window during which you can combo an E onto R or Q is sometimes rather BS. Example: Hitting someone at full range, taking a moment to decide to move in to E, barely getting in range due to the slow with the target in retreat after the stun, enemy is still moving away while E is in flight, but takes the double damage because the window for it is so long.
Regarding Skarner, I'd really interesting in getting some background as well. He certainly looks like he's doing well looking at the numbers, but not well enough to warrant such a severe nerf to his spires' power.
The ult ratio nerf - isn't that ult primarily for the CC and drag, anyway?
Overall, the changes look so severe that they should come with some form of compensation buff, either this patch or the one after that (if a few days on the live servers are required to assess the full impact of the nerfs).
