Can Zed get a QoL change for his passive?

Right now it deals 6/8/10% of ur targets max hp going up at levels 1/7/17 which I dont get. Shouldn't it be 1/4/7/10/13. 6/7/8/9/10% it would just make more sense imo and would help Zed a bit in the midgame. Please discuss below

i'd be okay with this. however i would prefer his passive deals 5% but over next two auto attacks. shouldn't be that noticeable since zed typically equips some attack speed.

If they stop it from working on minions, Id be fine with it.
