Reconnect time

So... I have poor interent since only provider is money greedy optimum who is basically marginally better than a complete fraud... however I have no other options in the area... regardless my internet cuts out every hour or two for 10 seconds or so. Internet returns but league still says reconnecting for up to 3 min for no good reason. Every other game I know reconnects in 30 seconds tops... so why is league so slow? Is there anyway to fix this beside getting better internet.
