My solution to the Sustain Problem

Many people see the problem with sustain in this meta. It's too strong, and it's only left that way because it's countered by Grievous Wounds. The warlords vayne that heals to full health in 2 autos, the unkillable twitch, the fed raka that heals squishies to full health in a second, and that poor poke champ who has no chance in hell to leave a dent in their healthbars come mid-game. I've seen a bunch of QQ threads and several bits of ideas, which on their own would not solve the problem, but together would probably be a step in the right direction.

First, reduce all values of lifesteal by ~25%. It's too easy to reach 40% lifesteal and become unkillable. ADC's heal more in 1 auto than Nasus does. All healing will be adjusted, but on a case-by-case basis.

Second, make all forms of lifesteal only 50% effective against minions. Champs top off their health too easily, and get a free pass to ignore poke. Bloodthirster will still let champions get full shield off minions, but they will need to farm hard to achieve it.

Last, rework Grievous Wounds. Right now it just halves the healing a champ takes in. It's a hard counter to healing, which is not fun. Entire champions should not be nullified by such a debuff, but it still should counter them. Here's how I would implement it: Grievous wounds is turned into a damage modifier, rather than a separate effect. It becomes another color on the shield bar, effectively as negative shields. Shields block a flat amount of healing, and Grievous wounds will block a flat amount of healing. It turns a portion of the health bar yellow, the amount determined by how much damage is dealt to them. Different sources of grievous wounds have slightly different methods.

item 3123 item 3033 15% of physical damage you deal to enemy champions is also inflicted as grievous wounds. Effect expires after 3 seconds of not dealing physical damage to that enemy. This favors high dps and regular poke. item 3165 20% of magic damage you deal to enemy champions is also applied as grievous wounds. This effect does not stack (except for dot damage), but is refreshed if the last instance of magic damage is greater than 5x the current GW value. Effect expires after 4 seconds of not dealing magic damage to that champion. This way it favors poke and slow damage, and does not buff burst mages too much. Katarina ult. 25% of all damage Kat deals while channeling is also inflicted as grievous wounds. Expires after 3 seconds. Varus e. 20% of all damage dealt to champions by the ability and while in the area is also inflicted as grievous wounds. Expires after 3 seconds. summoner 14 Will be the hardest counter to healing. 20% of all damage a champion takes while ignited is also inflicted as grievous wounds.

Small bit of information. GW amount can never be greater than current health + 5% max health. Otherwise a champion with extremely low health and suffering from a DOT is guaranteed to die.
