Galio needs help
It's not even a discussion. Galio has been in the dumpster for a while and he needs a buff. And with the way that any buff he does receive immediately breaks him in pro play, numbers tweaks won't do it. He needs some power shifted around in his kit.
I also have a request- When he does get a buff, please consider Jungle Galio's balance. When he was first reworked he was a unique and healthy addition to the jungle, and was one of my favorites. But it never became popular, so with every change he got in season 7 and 8 to balance him for other roles, it made him less and less viable. For half a season he hasn't even been able to clear more than 3 camps without dying.
Now that we have my selfish request over with, how could you change him to make him stronger but still healthy in both jungle and in lane? I have an idea.
** Step 1. Move the % max health damage on his Q to his passive, and remove its AP scaling.** Galio is the ONLY bruiser with his max health damage tied completely to damage stats. Look at any other bruiser/tank- Singed, Poppy, Sejuani, Cho'Gath, Amumu, the list goes on. All of them have access to % health damage without sacrificing durability. Why is he the only one? Because it's tied to the hardest ability for beefy champions to deal with. It's ranged, relatively spammable, and it's not blocked by anything. If it were on his passive he would have to trade in melee combat to chunk them down.
Step 2. Move the MR scaling on his passive to his Q. With the max health damage on his passive, something needs to go. Otherwise he would have too many scalings on one ability. I think it should be moved to his Q, and here's why. According to OP.GG, his top 6 counters are Xerath, TF, Malzahar, Ahri, Viktor, and Lulu. These champions all can chunk him down with magic damage despite the fact that he is designed to withstand it. In lane he's forced to itemize heavily into MR, which helps him offensively against melee AP bruisers, but not these champions. All that he has to fight back and keep them from walking all over him is his Q, which is not even designed to deal with squishy mages.
Step 3. Make his W work on jungle monsters. His jungling is truly atrocious. It needs a lot of help. If his W worked on monsters, he could combine its clearing power with its durability buff. Plus this makes almost no difference to his laning, so this is low risk.
Step 4. Nerf his ult for pro play. Not sure how to do this one, but these cooldown increases are ridiculous. Maybe delay the ally buff by 1 second so that it is less effective when used to protect someone who is about to get deleted. Then he has to be more decisive about when to use his ult, and not just save it for when Zed ults or Rengar pounces.
