It's a big list honestly. And I'm counting champions that got small reworks that didn't quite fit the mark so they need a full VGU.

He really need some updates. His kit is not age well with of the game. He only has 0.49% play rate but still only have 48% winrate. Remember, the ones who play him are the hard core singed main, his winrate suppose to be high if he only has that small of play rate yet it below average. Every one counter him in lane and he has to build tank to survive but give up damage in return. Basically, it's a 4.5 v 5 when singed team fight.
Kog still needs a VGU. Not as badly as, say, Mord and Nunu need a VGU, but he could really use one.
Still think Riot should focus his power budget much more heavily on his ability to shred hybrid resist rather than pouring all his power into his 'Kill Everything' button (W). That would fit much better into the whole 'protect the Kog' team comp. Kog's individual power would be less daunting since he's instead buffing the damage of his whole team. And given how Riot has utterly destroyed AP Kog, he could probably use a new Ult while we're at it.

Cho, Malphite, and Rammus seem like they're in the most need of a rework.
Tryndamere, needs one badly, for samw reasons why old fiora got reworked. He needs some sort of utility to be able to join teamfights, and not be just afk top all game champ.
Heimer still has this one and only problem that makes him basicly unplayable MID (where he's supposed to play) since his first rework.
As soon as the enemy team has ANY FORM of AoE effects your DPS drops to Soraka Level! Played two game with him so far - first GP, Ult on me TF over. second Twitch. Turrets? What turrets?
That's not counterplay - that's BS! They should get Ward-Like HP and reduced AoE DMG OR a HUGE AP-Scaling concerning their HP. I don't mind exploding turrets as soon as someone focuses them to make me useless - that's counterplay, but they should not drop dead the first 2 seconds in TF just because someone has damn Titanic!
