Quit hopping on the hype train. Singed Support did not get banned for singed support. He can banned for picking a support position and going to counter jungle. He did not fill the expectations of his role. As ADC Ahri I assume you won't build tank and go top lane and duo with top?

Honestly, in my opinion it depends on if you are playing Ranked or Normal.

In Ranked, I am on the fence but leaning towards "Yes, don't do that shit".

I woulnt say banned, but do it with your friends not randoms

Here are a few questions to ask yourself:

Are you planning to play Ahri in the lane you were assigned? Are you planning to try and win the game?

If you answer yes to both of those, no you will not be banned. If you answer no to either of those, you may be banned.

Are you taking and roaming mid at 2 minutes in to turn mid into a double lane, while building hybrid?

Ahri is actually a decent ADC if you can get past her lack of AD scaling. She's got a weak CC which most other ADCs don't have and her ult lets her reposition in team fights to great effect.

You can also pick an AP champ for ADC if the rest of your team is going AD. If you've got a riven top, graves jungle, and yasuo mid go for it.

If you got assigned adc, picked Ahri, and played the her in the role assigned to you, then no. But if you got assigned adc, picked Ahri, and went mid the whole game instead of playing her adc like you were assigned to play, unless you traded roles with the midlaner you will be banned.
