I've heard some people say that some champions kits are impossible to balance, I was just wondering who some of those champions are. I know one of them is this little cat. 
So what are other champions that cannot be balanced?

Champions with innately broken kits, that no number change can deal with
Example 
Ryze is one of the poster boys for champions that have been insanely hard to balance. He's been either OP as hell or the forth member of the blue man group for a really long time
and 
are too really good examples.
Lee because, he has a really good base dmg and powerful early game; already a force to be reckoned with in the right hands.
Katarina, because she relies on getting fed early and snowballing so this means she would need to allocate a lot of Gold just to her. Leaving her team starved.
current poppy(shes getting changed finally and its super fun yay!), vlad, and yorick are basically the unbalance able kits at least from what i have seen riot say in the past. i believe the reasoning for vlad is because hes mostly point and click stupid sustaining and they have to keep an entire stat(spell vamp) weak to make sure he doesnt get out of hand.
