Build HP and he deals no damage. Build damage and he explodes anyways.

Especially since wu has armor pen in his kit and can get 3 stacks of cleaver from stealth with a basic combo and then just pop r to finish stacking cleaver while knocking up the whole enemy team. Do you lose a bit of 1-shot potential? Sure. But with wu's kit and that kind of itemization you can easily do say... 80% of an enemy team's hp instead of 100% of one person's hp and then re-stealth out before going back in shortly afterwards when you have basic combo up again and finish people off. Moreover, tiamat for waveclear gives wu more lane priority so he can roam and make plays without going oom from pushing.

Ofc you dont feel it, numbers are too low during laning and meaningless in teamfight. This passive dosnt synergyze with Wukong pattern.

It's almost like Wukong's Passive doesn't account for any of his power budget or something. Champions don't need a 20-20-20-20-20 spread on their abilities. Stop thinking they do.
