That’s about one of the worst ideas I’ve seen.
Atleast it would limit ad champions who are supposed to be immobile to staying immobile unless they sacrifice something for it, maybe have an item just for movement speed and attack speed or ad instead (like zephyr)
Its kind of a bad idea on its own tho, there would probably need to be more compensation than what I suggested.
I think it should only provide the MS boost in combat. Mobility creep aside, by their very nature, melee champions should have a higher MS value than ranged.
Now, mobility creep DOES play a large factor in this--and when every champion on their whole family has some form of gap closer, it's a lot more complicated an issue.
Overall, I think ADC MS is fine in the current state of the game BECAUSE of the mobility.
There are far more pressing issues in the game right now, like the absurd damage levels and lack of resistances across the board. Terraforming the mobility landscape is not a high priority ATM IMO.
