simple nerf for fizz that no one wouldn't complain about except for fizz mains

Each part of their kit is meaningful and power distributed. Fizz has his kit's power loaded into his E. It does too much, but that's because most of the rest of his kit does almost nothing. His W is some extra dot damage but overall does very little damage, especially with grievous wounds removed. His Q needs lichbane before it's worth really anything. His passive just makes him situationally more mobile, ignoring minion collision however with e and Q, it's almost unnecessary and the basic atk reduction just helps vs ranged AP early game. All of his kits power is loaded into his slow, QSS/zhonyable ult and his e that dodges skills, nukes, can slow, adds mobility, and has low cool down while also being aoe. Nerf the E, you'll need to buff the Q W or passive.
