Minor inconsistencies, are these intended?

So why is it that some leap abilities, such as Khazix E, Trist W and even flash, leap towards the cursor even if you arent in range of where your cursor is at the time, while some other movement abilities (Malph R, for example) move your champ until you are in range before casting?

The second inconsistency that picks at my brain is the wording on DoT abilities. For some abilities it reads 'X amount of damage over Y seconds' (Fizz W: Fizz's attacks rend his enemies, dealing X plus % of the target's missing Health as magic damage over Y seconds.) For others you get a 'deals X amount of damage per second for Y seconds' (Teemo E: Teemo's basic attacks poison their target, dealing X magical damage upon impact and Y magical damage each second for 4 seconds.) Any reason these inconsistencies are out there?

Speaking of Teemo reminded me of one other little nitpicking thing... Why is it some dots will proc spellthiefs tribute passive, and others do not? Brands passive burn does, Teemo's E poison doesnt. It lists 'spells or basic attacks against champions or towers,' so why is Brand's passive considered a spell while Teemo E poison isn't?

For the first point, it's because of the usual usage of those abilities. Kha'Zix and Trist want to use their abilities as high speed repositioning tools, so often they don't need to worry about precision so much as they are leaping in the right general direction. Malphite on the other hand wants to use his Ultimate specifically to hit given targets. If he wasn't precise about where his ult would land, it'd be far too easy to simply waste it.
