What is Riots goal when balancing?

I have never seen any definition of what they are trying to achieve. If there is no defined goal that can be measured, on what do they base any changes?

For example, if they said that their goal is for the game is to look like this (this is just a random example)...

1)no champion under a 1% pick rate, no champion above a 17.5% pick rate 2)80% of matches ending between 30 and 45 minutes 3)No champion having ban rate of over x % 4) etc etc etc

...then we could understand and properly criticize or support their decisions. For now, I have no idea why they make the changes the make. Based on what? And to what end? They FEEL that such and such item is too strong? We need metrics.

More money.

Plus increasing statistics that they find correlate with more money (Ex: Shorter games/more games, playing with friends, catering to popular champions, flashy "LC$bigplays", maximizing new champion playrates, etc)

"how will this cater to the newer players"

this is how they wanted the game to be.

so that a beginner could pick a meta champ and shit on an experienced one trick that uses a champ not in the meta.

thats what riot wants.

for more beginners to enjoy this game while the rest sit on their thumbs and fuck themselves

Riot wants champions to be able to snowball easily so that even the worst players think they're good. Once they think they're good they'll continue playing and possibly buy a skin for that champion giving more money to riot.
