The fact that you guys think that by increasing a champion's AP scaling will decrease the likely-hood of that champion be played as a tank is asinine. Ekko's base damage needs to be nerfed. Tank ekko is still overpowered and increasing his ap scaling does absolutely nothing.
They did nerf his base damage....
It's highly probable that Tank Ekko is no longer overpowered.
It came at the cost of AP Ekko, but some sacrifices have to be made.
Destroyed Ekko top lane. Destroyed Ekko mid lane. Been destroyed by Ekko many times, but once I learned to outplay him, he hasn't been an issue. Still, ban him as much as I can just to not deal with him. But I usually end up with one in my team, so I don't have Ekko probs. I have more important champions to hate, like Darius.

Their tactic is to make sure that Tank Ekko deals very little damage as possible, while forcing them to build AP if they really require more damage.
