That's the only way both of these runes can exist and both have a use.
DH needs to do less damage than electro and have a period where you can proc it on more than one person(after first proc) and then go on cd afterward so it's not just a better electro.

Not really because they have to be under 50%(?) for it to work. So if they never drop you get nothing. Comet works regardless.
