About that Zilean

So, Zilean hadn't been updated in like 2yrs, and then he was discovered to be pretty powerful in S4 at a random moment (mostly because of the global passive), so he was then nerfed and pseudo buffed.

Nerf: Take away that global passive. (Oh, absolutely, because you guys hate global passives, I get that -seriously, I do-.) (pseudo) Buff: Update those Ult visuals! (Thanks, guys! Absolutely makes up for removing the global passive, right?...No?... No...)

S5, Zilean has a pretty board wide win rate of 45% in Normal, Solo Ranked, 5v5 Ranked.

Seriously, update the poor guy. Give an equal value to the nerf he took.

Here are some suggestions I've long seen float around.

Time Bomb: Heals if it's put on an allied player (for a much less % than damage)

Rewind: Can be used on an ally to heal a certain amount and reduce CD (not by 10sec), woah, hey. No one has a heal like that!

**Time Warp: **Reduces Attack Speed and Movement Speed/Increases Attack Speed and Movement Speed.

I mean, I'm sure no one really cares to see all of this, but hey... How about something so the champ is worthy to play support?
