Does Kassadin need a rework?

I would like him to deal next to no damage compared to Leblanc or Zed but have a TON of mobility. Picture Fiora's old ult, but that's his kit. He would an assassin born out of the Matrix, someone meant to convoluted the mind and warp your concept of reality. He's what Leblanc aspires to be, and would give us a reason to believe that he could potentially spell the doom of the Void.

His mobility is somewhat garbage early game, scales off late game when you stack some Mana items. because of the mana cap for his Ulti and a little bit longer CD compared to other mage assassins such as leblanc who can hop twice in 2 seconds
