Can someone explain why Morde is getting banned so much?

I mean yeah his Q can deal a retarded amount of damage if you sit there and let him hit you 3 times but from what I understand he still has practically the same problems with even some more problems. His W is useless unless he can use it on someone, he obviously has no CC or mobility. I am pretty sure his E damage got nerfed, and all he has to show for this rework is that dumb Dragon Ghost cheese. And people still prefer a real ADC for obvious reasons. So why the high ban ratio? Do people just not want to see him because hes bad or are they banning him because Skarner and Garen are op and that must mean he is too because hes a Juggernaut. And his win rate is nothing to ban him over either.

in his optimal case scenario (CC-heavy team, good amounts of peel), Mordekaiser is disgusting to the point it's nearly unfair

in his worst-case scenario (falling behind, poor team comp) he would be of more value to his team if he left the game

he's a strong pick in the right situation, but he's too swingy right now so i imagine people don't want to take a chance on it

I guess this is the main reason. I haven't seen him in action much because he is always banned. I doubt everyone is willing to pick something with heavy CC instead of what they want originally all because someone wants to play Morde without losing. In solo Q at least.

Fun fact: Morde doesn't have to hit YOU three times to get the huge chunk of damage. One of my favorites is hitting a minion twice, then Flashing next to the ADC and whomping them. If they're at half health or less, back to the fountain.
