ideas for changes to lucians W and E

Right now lucian is a bit on the weaker side of the ADC spectrum, it all started when they removed the AD ratio from his W weakening his mid game considerably, W currently stands as a utility spell to help lucian be the super mobile gunslinger he's designed to be. I'm cool with his w being about the movespeed buff it gives and not it's damage but I'd like to make it more appreciable, so why not give lucian the buff when he 1st marks a target and hitting a marked enemy reapplies the buff, whenever I hit the spell it feels like I should be getting the buff, to me it's just a feel thing but it could have some balance implications (like when they gave the ms buff to ahris Q)

I like lucian a lot so I was just looking for a buff that wouldn't make him the king of bot lane again.

BONUS THOUGHTS FOR E CHANGES: I really liked when lucians E was a lower cooldown because being able to dash multiple times in a spell rotation felt awesome, with the AD being removed from his w you think they could lowet the E cd? Maybe if they changed its interaction with his passive so he can't abuse cooldown reduction as easily. Something like:

Hitting enemies with light slinger reduce relentless pursuits cooldown by x%

Just some thoughts about potential lucian buffs not trying to break him but I do think he could have some power put in him.

I main ap lucian and if you pickup Luden's echo, it does exactly that. If you land your w, the passive from Ludens, procs the speed buff immediately. It used to work with Liandry's torment also, but since the w was buffed, it doesn't anymore. It's quit useful to get the speed buff just by landing the w, but also make him really safe like ahri.

I would not reccomend it for anyone. It takes practice and you have to understand the strengths and weakness of ap Luc.

AP luc gains reliable strong range poke while giving up lifesteal, and strong auto attacks compared to ad Luc. The build path is not a walk in the park. I have 2 build paths but the one I found easier is this.

Ludens echo, sorcerer boots, Rabadon deathcap, Narshors tooths (40% ap on each passive), Lichbane, void staff.

Max r w q e repestively. 20 magic pen from runes With this build, do not even bother to use auto attacks until you have nashors. All you do is use w and r. In lane the poke is insane as w does not use much mana, is hard to dodge, and is not reliant on target to cast like his q. You can even side dash then w to get a better shot at target who hide behind minions. When target is low, dash in, ignite AA, q AA, W ult. They will die. The disadvantage of this is you have nothing but your w and ult until you get nashors. But once you get the first 3 items, one w can hit a squishy for 60% -70% health. Play safe and dont let anyone get in attack range....you will die.

The second build path is to give Lucian ap on all his skills. Same items, just different build order.

Narshors tooth, sorcerers boots, Lichbane, Void staff, Rabadon death cap, Luden's echo.

This build is all about maxing the ap scaling Lucian can get from proc'ing his passive. The double on hit effect of nashor means he can get 40% ap ((15% from nashor + 5% from masteries)x2) + 50% from lichbane.

This build is harder but gives him more damage overall, but puts you in danger as you have to get in AA range.

He is fine, if you're good with him you will do fine.

Don't give him any more buffs.
