New rune system

Sup,

so on a new acc you play with these 'preset runes' from lv 1 onwards and when you finally gain access to the Runes Page on lv 8 its just .. why can we only look at them? We cant edit them, nor can we create our own cause it requires you to be lv 11, then whats the whole point in unlocking the Runes Tab on lv 8? I dont get it
