How does Draven sit in the tank meta?
He doesn't really utilize BotRK well, and a late game Draven with a single last whisperer isn't going to cut through 3 tanks, yet I've seen people have great sucess with him.
Why?

Why?
He doesn't utilize BotRK well. However, his damage output with axes is so ridiculously high, that he doesn't really need this item to kill tanks. As long as he can kite them and catch every axe properly, he can kill tanks, without the need of using BotRK. He still need Last Whisper, though.
That said, Draven still isn't good on the tank meta, because many of them have CC which they can utilize to lock down Draven. Since he is immobile, he can easily be killed and focused. I experienced that today when I had a battle where the Draven on my team became extremely fed early, but couldn't carry late, because enemy Malphite always ulted on him and then he could be focused easily by enemy Evelynn, enemy Ezreal, and enemy Corki.
Tank meta? Either way he's a feast or famine champion. A fed Draven is one of the scariest things you will ever face.
Draven has the highest dps of all the ADC's as well as a beefy steirod to let him melt just about anyone as long as he's not cc'd, even tanks. Thanks to his passive even getting one early kill will immediately snowball him making it easier for him to wreck his lane. However he does have a high skill cap with a huge emphasize on catching and positioning his axes as well has being an immobile ADC with no dash or real gap closer.
