I don't understand why Riot is hindering the progress of S5 jungle, can someone explain?

Of course, this is just my own thoughts. I was S3 last season, so I know that my opinion is worth a minuscule amount of input, but I read that the tier two jungle items were going to cost an extra 100g. Now as a jungle main, I find this absolutely appalling because already I find that the jungle is underleveled throughout the entire game.

Currently I feel that the jungle is already difficult for the "non-meta" junglers, which is practically every single one that isn't Pantheon, Lee sin, Reksai or Jarvan IV.

I saw a Rioters justification for this change and it appalled me as well. The reason for this change is because the 350g tier two item jump is incredibly underpriced for the junglers who get first blood and recieve 400 gold. Isn't the point of first blood to receive that gold boost? I can understand in LCS if teams plan out that the jungler should get the first blood to get the early Chilling Smite, but in my rank, this change is SO annoying.

I used to be able to get my T2 Smite after 2 backs, now for my mains (Hecarim Nocturne ) it's going to be 3, because I usually just BARELY get it with maybe a pot or two if I'm lucky.

idk IMO this is really really discouraging to new junglers and the junglers who are trying to learn and practice the position...

I can't explain their change, but as amumu jungle I can normally get boots t2 smite and giants belt and a few wards and pots in my first two backs

Because this is what they came up with in their ideals about how to increase jungle diversity. Tbh I think the weaker the jungle is, the more diverse it would be, since the more champions would be able to handle it. It's going to get so hard that only a few champions will be able to do it well anymore. Aren't they going in the wrong direction?
