So, I was thinking of a way to shut down 
and I realized something.... You could wait for her first Q, then stun/root/snare her then backtrack until it goes on CD, that's pretty much her main source of damage in the laning phase for a while ... Idk, just something to think about
This is quite literally how you destroy riven.
Wait for her to use an ability with a long cooldown (shield, or Q) then cc her. She will be totally useless once it wears off because she needs ALL of her abilities up to do damage.
I do something similar with Garen and his silence, though I try to time it for the second Q.
Or you pick fiora and get fed
Well, the problem is that most CC doesn't last long enough to CC for the whole Q duration. You'd need to pull off a team lockdown for that.
It's a good way to keep her from engaging when you don't want her, though.
I go panth against riven, a good riven though will pop her shield when I spear, but I am still able to deny farm. Only problem is once I start roaming she just stays top and free farm while I roam, then by about 30 minutes she's normally caught back up, especially if she goes hydra.
Just pick a lane bully lets say teemo and herass her to the point that she cant get anny farm at al than zone her out Shel be behind so hugely that she wont be of anny use
