Should we REALLY get penalties for dodging?

So I Decided to play ranked today and Into a que... Pretty Simple stuff. I was last pick and stated fill except mid, First pick called jg and locked in their champion, then the user that was third pick proceeded to spam "penis fingers" said they could only play jungle and autolocked nidalee. Somebody dodged that game thankfully and I waited about 2 mins to go back into que again, I once again was with the same player and somebody else from that que as well was on this team, nobody else decided to dodge and and the nidalee from the que before once again locked in nidalee with smite and first pick had called jg again, i dodged and got penalized with waiting for 5(?) minuets and a minor lp loss. Why should I be penalized for trying to avoid trolls like this when there is no way to prevent me from being matched with this user. I think riot should implement a vote-kick option or something to prevent people like me from having to dodge and being penalized for it.
