I came up with an idea to maybe improve waiting ~15 mins due to dodging and match declining. So what if we had sort of a "High priority que" so the longer the time you spent waiting, getting dodges and declines the higher the priority for you finding the match would be.

theres been dozens of ways suggested to improve matchmaking, all of which would work, riot just wont change the current system.
Yeah it sounds great. Assuming we are not penalizing dodging ranked games.
I'm almost certain that it already does the "high priority" thing you're asking for. Usually what I see is that it takes a couple minutes to find a match, someone declines it, and then it finds another one much more quickly.
If you've seen his stream, Scarra would literally get put in like one match a day with this new system XD I like the idea tho, but maybe tone it down in the insane queue lengths, because sometimes it can take challenger players like 12 minutes to find a match, then they miss it because they refill their water/something.
