Cause they know as long as they dont say anything mean in chat, they are save from any consequences and if they manage to make someone rage, they can report him and this person will be more likely to get punished than they are.

This is not true. There was a thread a month or so ago about a guy complaining he got banned and didn't do anything wrong or say anything bad in chat. Riot responded saying they reviewed the video and saw him playing Tahm Kench and contsantly swallowed his teammates and throwing them into the enemy and leaving because they didnt' do what he wanted and he was angry with them. Riot upheld the ban, and in a tactful way told him to fuck off.
Lesson being, Your actions matter just as much as your chat log does

well, i for one have stopped reporting except in the worse cases.... i let riot and the community have the game it wants, it dosent bother me when people express their anger in low ways, i have dealt with much worse in my life, some poor soul sending insults my way does nothing to me....
the problem i mainly have is riot letting people constantly violate their own TOS, its riot's fault, their responsibility, and they are failing because it makes them more money to let people get away with stuff for a while then ban them and make them make another account and buy the skins all over again...

refusing to see other options doesn't mean: they don't exist.
if you sit quietly through the game, mute people that are verbally toxic, and report people at the end of the game, you would never be perma'd and a good portion of the people you report, that, based off every peice of information which riot has, will be dealt with based on the severity and frequency of their actions.
**bottom line, you don't get perma'd for being upset, you get perma'd for taking it out on others using riots platform. ** riot doesnt care about the cause, just the effect.

Also if you punch someone in real life because they were being annoying, stopping you from doing work or other things that are bad in a workplace/school, the person who punched is going to be punished. The other may be punished for what he did but it depends on what he did.
And if you get banned for raging in chat against a troll then you must have been toxic of plenty of times before since an insta-ban without warning is pretty rare.

I've had people try to troll me by last hitting my jungle camps (usually because I wouldn't gank for them by the 3 minute mark and they've already given up a two kills.) It doesn't work out well for them because I just go into their lane and tax all their minions because I'm better at last hitting than them.
