Chatting Is Not Being Toxic

When did the idea start that if you chat, at all, that you are being toxic? That you are 'talking too much.' That isn't being toxic... however raging endlessly because someone is chatting -is- being Toxic. This is why chat is so quiet now days, and why so many people only chat when they explode - needless reports that stack up against a player JUST FOR CHATTING. They don't suffer any penalties for them, but the automated system still locks their honor and other such nonsense... and all they did was talk about the weather.
