The relationship between champion health and "whining on boards"

Although it may not be the MOST linear relationship ( there are other factors at play), if people are "whining" on boards about how strong a champion is and that champion is picked OR banned over half the time, then yes there is something that needs done about it. It shouldn't come as a surprise that the "whining" increases when those champions are not touched in a patch and the community has to wait another two weeks with their fingers crossed. Fortunately, many try to share ways of dealing with the champions in question rather than giving the lazy response of "you can ban him/her." That IS appreciated, but I don't think it would kill the balance team to give at the very least the tiniest and perhaps temporary nerfs to these champions until they have a better idea of how to approach them balance wise. Although we may exaggerate with our whining ( I've done it, I'll admit it ), often we know that those champions are not stupid broken, but we can see how much stronger they are at the given time.

I'm not a balance wiz, but many will agree that champions such as and fall in that category at this time. This is coming from a guy who used to main , there are mains who play both champions that would agree ( as much as we hate our favorite champions to receive nerfs). Now 2 things before people fly off the handle here:

1. Most of us acknowledge that an ITEM is a big factor in all this (and that many times it's not just the champ themselves) cough cough. That's why I brought up tiny and/or temporary nerfs. I cannot say whether the item itself or the champions should be given a look at as I'm not a member of the balance team.
2. I concede that there are many other champs that need looked at in terms of balance, who is weak and strong. Balance is an ongoing process that does need to be approached carefully, but also in a timely manner. I apologize for only bringing up Draven and Fio, but again I'm not a balance wiz.
