i think what op means is that you should have to decide if you want a caster build or an adc build, and shouldnt just get both from 2 or 3 items.

they should just remove the crit from essence reaver, or revert it to the old version. 30% cdr from an item without even the need to sacrifice auto attack damage for spell amplifiers is ridiculous.

Maybe if this were an argument about Shiv and RFC it would make sense, but these items are totally different.

And they adressed shiv and rfc, as only one effect will actually do anything if you get both

Not quite true. You still get both effects, but only one can apply to a single target. RFC will apply to the target hit, but the shiv lightning will still hit those around the primary target. It is a similar interaction to item 3078 and item 3025 .

You see, they are two kind of ADC : True ADCs (Ashe, Draven, Jynx) the ones that usually mostly use their auto-attacks to deal damage, and ADC Caster, that deal damage through spells and auto-attack. The thing is, ADC Caster (Lucian, Corki, Jhin, ...) are the most popular right now and since they have two different source of damage, which allow them to build more AD and far less attack speed that the True ADC, which need it more. True ADC will rather build two multipliers (Zeal Items) or rely on their support to take Zeke's Herald and take the Bloodthirster.
