Any good cell carrier suggestions?

right now, its pretty hard to (actually, for reasons id rather not get into, downright impossible, not because of price, but because of location issues) for me to get a legitimate ISP. right now using phone hotspot to tether pc and play league using cricket wireless (terrible choice I know, but because cheap family plan, that's what my dad decided to stick with). I can afford my own cell plan, but I just don't want my new carrier to end up how I'm currently playing:

loading screen, ping is at 63-70, all is well. gets into lane and either one of 2 things happen while I'm doing something. 1) I'm engaging, BOOM lag spike, my champ blindly walks into tower radius, and I die. or 2) move up for cs, lag spike, and what do ya know? out pops the enemy jungler. if things like this happen only like once or twice every other game, I wouldn't have a problem with this, but ping spiking up to 3142 every 3-5 minuets is NOT ok by any means for me. so any suggestions?
