Don't take this the wrong way, but I think your problem lies more in not understanding the game or being smart. You shouldn't ever have a fixed build. Ever. Every game is different, you need to build different things every game. Some games you may need to get MR or armor to survive the lane and still be able to farm, other games you'll want to build greedy because you're the only source of damage on your team. This is true for every role. As a support player, I usually get the same items in the early game but this changes drastically depending on who the enemy team is and how my team is doing.
IE: If I'm playing thresh and my lane is losing beyond repair and I have a safe laner, I'll usually let the enemy take turret, tell my adc to freeze the lane, and I'll build mobis and try to help other lanes.
If I'm playing against an evelynn, I usually won't build sightstone unless I have strong lane/jungle pressure because it is generally useless. If I have said strong lane and jungle pressure, I'll build it and deep ward the bottom side jungle camps so we can still track her on the map.
If I think the game is going to be heavy on teamfights and they have a lot of AOE, I'll get locket. If not I'll usually get a knight's vow unless they are a pick comp, in which case I'll try and get an early mikael's.
I know you're playing ziggs and you may think this information is useless to you, but my point is that every game is different, and if you truly want to understand the champion and the game, you should have a flow chart in your head that you use when deciding what to build, not just a given path that you go for every game. If you want me to go into detail about what I think that would be on ziggs, comment and I'll respond.

obiously get boots when you need them

is going to likely be the 6th item you buy IF you buy it at all, because they game isn't going to last long enough for u to buy it
despite a lot more champion getting base MR scaling, really isn't worth it unless multiple enemy champions (or your lane opponent/ enemy adc) is building MR.
important items on ziggs are things such as

as my first back, into later
because it gives me infinite mana, but as the games have been getting shorter and shorter, so it is getting less beneficial to give up early game damage and tower pressure.
but it is still very good
