Is Blind Pick Regulated By Level?

Ok, so I'm pretty new to this game. Whenever I play blind pick, I usually end up getting pretty fed and stuff. However, whenever I play a blind pick game with some of my level thirty friends, I always end up playing mediocre at best. Just wondering, am I being placed with higher level players because everyone else on my team is high elo or is it just bad luck/coincidence?

To clarify, I am a level 11.

Yeah, regardless of what queue you play in, you're matched by the team's average elo.

So if a low elo player and high elo player group up, they'll be matched against mid elo players.
