So basically i remember a long time ago, in an "Ask Riot" thing, riot talks about the system of key frags and talks about 2 things. However, they don't ellaborate on these 2 things. First one is, "key frags have cooldowns similar to chests" however they don't tell us what that cooldown is and there is no such counter for it like there's for chests in your profile. Second one is, "bad luck protection system" where you won't win alot of games and not get keys. can someone explain both these? Because i've won like 20 games in the past 4 days and i haven't got a single key frag. I think something's wrong.

The key frags are basically in the same sense, the same 'rate' as the chests. You are set up to earn about 4 chests in 1 month so your also 'expected' to earn the key frags to total about 4 chests aka 12 key frags in 1 month. The way they enforced it was basically as you earn key frags, the chances of them dropping go down and likely by key frag 12, you likely would not be able to have a good chance at picking up a frag after 12.

'Bad luck protection system'? I think you mean 'bad behavior lock out system', Namely if you get thrown in low priority, dodging games, getting banned even for a short while will result in you basically be unable to earn key frags till said things were lifted and likely a short while has passed after you played a few games (likely a few hours or so).

Sadly they decided to screw us over one by holding off the honor system globally and throw it into OCE first, likely how they gave another region first crack at the 10 ban system. So we have to wait another 2 weeks for the 'global' honor system show up which will greatly change the way how key frags are earned by just playing consective matches, getting that 'honor level high' to boost the rate of obtainment and even get 2 key frags or more from 'capsules'.
I just hope they did away with the '12 key frag sort of limit' to account for things like the mission system that is first showing up with riven vs yasuo and will likely continue to be a thing and allow people to exchange for keys, chests, 'orbs' and other goodies. Even if it was intended to not be able to 'easily farm them', the rate of gaining key frags ends up getting such a bother in its current state when one is already sitting on 3 to 5 chests over the weeks of playing.
