I say you should only report if they actually had the ability to do something to stop the enemy. If its just a support remaining 60 minutes into the game w/ only nexus towers up... nothing much they can do imo lol. Might as well give penta.

Like, I understand that a penta must be earned, so I'll at least fight the guy to the finish. But if he/she can kill me, then it's officially earned.
