I was reminded this item still exists when playing Ascension the other day. It's still pretty neat. Why not beef it up a bit and introduce it to the other maps?
60 AD, 30% crit chance, crits bleed the target for (percentage of your bonus AD) magic damage over three seconds whilst revealing them. Active BOOF!s the target area, granting sight.

As someone who spammed the hell out of Dominion, I can assure you that it was weaker than 
in 90% of cases.
It would be a good pick on champs who are more interested in AD/Crit than IAS/Crit.
