New rune system concerns

So I have glanced at all of the posts about runes/masteries (can't say I'm 100% clear yet). However I have a concern about some of the fundamentals such as farming. As a low level player I'm not the best at last hitting. It is something I've spent a lot of work on improving. Sometimes I rely on runes and the savagery mastery in order to have half way decent farm. My concern is that with how these runes appear to be tuned (seems like very situationally effects) it will be harder in generally farm, and significantly more difficult, as a lower player. Even if you were to create a rune to help farm that's a HUGE trade-off to take in regards to the other options. (This isn't as pronounced in the case of savagery because you have 30 runes and 30 mastery points). Can we get a farm centric item similar to dorans shield passive? Something that is more generally ment for farming rather than a sustaining/farm option. Or could we tune creeps in some way to make farming balanced. Honestly I would like to see a tier 3 rune category with much less impactful runes but quality of life options for players.
