Matchmaking Username Block List?

I would like to recommend matchmaking "block list" if you will. Sometimes I get matched with people I've been matched with before and they are either always toxic and always afk or are verbally abusive. In my recommendation a player would be able to avoid queuing matchmaking games with users in their "blocked users" list. This would not only increase the effectiveness and overall enjoyment of games but would also help weed out the troll players in the community.
