Why not give Koggy passive resist penetration** easy wins for days** instead?

Kog is already impossible to itemize against with his mixed damage, multiple %HP damages, and resist shred. He should get a new passive but penetration is not it.

I'd say Kog'maw is already distinct enough from other marksmen.

She's also the only adc to have a RNG activation for it unless you're going to nose dive into someone.

Even if you vault and get 1 auto attack before they run away, you don't really get to make use of it unless you can follow them through minions.
