Garen reviews coming in from popular higher elo streamers

Interested to hear what higher elo thinks of Garen changes, most of Garen conversations get watered down by low elo complaints. Quas played 4 games of Garen today, was ahead in all 4, and despite that claimed Garen isn't good enough for even Solo Que still. Garen scales too hard with opponent's lack of skill and it would be nice if Riot addressed that issue and made him useful for good players and not unfun for beginners.
