If your going to do this then there are alot of weaker ultis that need 30 sec cds
and on this list goes...

You can dodge her Q OR E, but the other with her ult will kill you if she's been farming well. And either of them is enough to guarantee the ult hits if you don't have mobility.
Also allied CC and chokepoints are a thing.
Her ult cooldown is too short. An ultimate that impactful should not get to be used for clearing waves...
