When Kassadin is strong, he is a god who takes over the entire game.

He needs a ground up rework to become even remotely balanced.

I only recently got him, and have spent most of time with him in the jungle, but honestly, I would be completely fine with Kass as is with the return of his silence. It's impossible to assassinate someone if they can kill you better than you can them.
