Damage currently 11+1/level. These items are dead, folks. So far these balance changes on PBE are not going in a positive direction.

Wtf? 11 + 18 = 29. Where did they think this would go? This is useless on offense except from breaking a Yasuo flow shield.

Notice that almost every single tank in the game rushes Sunfire Cape when playing top lane so they can push the wave. They're nerfing the early push potential, however if you do the math it still does the exact same damage late game.

They are being focused on pushing now rather than a damage source in fights. They are trying to push sunfire cape in the direction of a pushing item rather than the health/armour/pushing/fighting/teamfighting option it is right now. If you hadn't noticed SF cape is kinda a generalist item right now that is pretty much ever tank's first item.

It has 200% damage to minions too. So its just pushing oriented.
