Yes, turning a point-click spell into a skillshot makes it have more counterplay. On other hand, it makes mobile champions even stronger because they are extremely difficult to hit with skillshots and generally the only counterplay to them is point-click spells. for example, is very difficult to deal with if you don't have a point-click CC like Ryze/Annie on your team.
