I don't Neeko to be over nerfed because of her ability to abuse Hurricane and Rageblade. So these are some suggestions.
Bring down the base damage of her W passive by 70 at max rank and make the on hit affect not stack on Hurricane's extra bolts. That alone takes a lot of damage away from her if she doesn't build AP. Maybe make her bonus movement speed on her W passive 15% to 30% but also add an AP scaling to it.
I just don't want my favorite champion gutted lol.

Personally, I think a better fix for on-hit Neeko is changing the counter of her W passive from on-hit to on-attack, which is the same change they made for Caitlyns passive back then to prevent her abuse of Ruunans.
With this change, she wouldn't have 1-2 W passive procs every single attack, but would have to attack 3 times to get the proc even with these items.
Neeko and Sylas are the 16-wheelers of training wheel buffs.
I feel like removing rage blade is the best idea it was never balanced on any champion that item has always brought disaster in balance
