What if instead of trying to balance Ezreal as AP and AD champion
Just make him work best as a hybrid? The question you'd have to ask tho is:
How do we make him benefit more from both AP and AD than just one of those stats?

Why limit him to one 'best way' if he can be diverse?

One is always going to be the "best way" no matter how you look at it. Remember when Runeglaive Ezreal? That's when AP was the "best way".
That sounds kind of eww to me. I like the idea of being able to build both and have both bring different things to the table
Riot have said that champs and items which work best built hybrid are kind of disgusting from a game design perspective.
It's incredibly unlikely.
I feel like that was long ago. The Riot we see now is a lot different than the Riot we saw when they probably said that. I feel like it's fine as long as they find a good way to do it.
...That opinion of theirs hasn't changed.
When items are good, they're always too good.
Remake Rageblade as a hybrid %pen item.
And then?
) Named passive AUGMENTED CRITICAL: Your critical strikes deal bonus magic damage equal to (percentage) of your Ability Power.
Hybrid champs could be great, but Riot would need to actually support it with item options.
The problem with hybrid is the itemization.
AP Scaling is magnified by
(35% bonus AP).
AD Scaling is magnified by
(50% bonus crit damage).
Trying to splitting down the middle causes you to not get as much of a benefit from either.
The only way to make Hybrid scaling better than either AD or AP is if you have enough items that give you both AP and AD, and the ratios for AP and AD alone were too small to be meaningful on their own.
You guys are looking at the items a lot, but what if said champion had something that gave him bonuses in his kit for having close AP and AD?

You mean like Akali?
Or old Kayle?
That just perpetuates the MOAR STATS issue that hybrid builds have always faced. The game has a LOT of hybrid champions already. They just don't have the tools in the item pool to actually make it work.
I don't mean like Akali.
Define "close".
Is
close? Because that's 30 AD and 60 AP. But then you've got the base AD of Ezreal, so are you trapped into building AP items to start with?
Possibly Bonus AD and AP. I would say with 100 of each other or so.

Nah.
The problem with hybrid itemization is that there are no multiplicative sources of power or %pen for it, so traditionally Riot has just overloaded hybrid items with raw stats that are way too high (see: old Gunblade). A hybrid %pen item and a source of force-multiplication would solve that issue and hybrid items could have their stats balanced in a reasonable fashion.
So make his passive that his crit damage is a percent of his ap? But then he is just building ap and crit chance I guess
